KÁT (Kötelező Átvétel, or "mandatory offtake") is Hungary's legacy feed-in-tariff programme for renewable energy producers. Eligible plants — predominantly solar PV installations — receive a fixed, state-set tariff for every kilowatt-hour they generate, regardless of prevailing market prices.
Compensation is administered by MAVIR, the Hungarian transmission system operator. In return, KÁT plant operators are required to submit day-ahead generation forecasts and schedules to MAVIR, and to fulfil regular reporting and administrative obligations towards MEKH, the Hungarian Energy and Public Utility Regulatory Authority.
While the revenue model is straightforward, the operational compliance requirements are continuous and must be met precisely to avoid penalties or interruptions to tariff payments.
